Authorize the Executive Director of the Housing Authority to execute two 99-year <br />Ground Leases for the development of the Lacy Street affordable housing project <br />located at 826 N Lacy Street (APN 398-041-22) and 416 Vance Street (APN 398- <br />041-22), only differentiated by the address, subject to non-substantive changes <br />approved by the Executive Director of the Housing Authority and Authority <br />General Counsel. <br /> <br />Motion to Approve: <br /> <br />CITY COUNCIL ACTION: <br /> <br />Authorize the City Manager to execute a Conditional Grant Agreement (instead of a <br />loan agreement as originally approved) with Habitat for Humanity of Orange County for <br />$231,494 in Inclusionary Housing Funds for the development of the Lacy Street <br />affordable housing project located at 826 N Lacy Street (APN 398-041-22) and 416 <br />Vance Street (APN 398-041-22), subject to non-substantive changes approved by the <br />City Manager and City Attorney (Agreement No. A-2020-264). <br /> <br />HOUSING AUTHORITY ACTION: <br /> <br />1.
