WITNESSETH WHEREAS, CITY, acting through the Santa Ana Police Department in its capacity as a Core City for the Anaheim/Santa Ana Urban Area under the FY2019 Urban Areas Security Initiative, has applied for, received and accepted a grant entitled "FY 2019 Urban Areas Security Initiative" from the federal Department Of Homeland Security(DHS) Federal Emergency Management Agency (FEMA), through the State of California Governor's Office of Emergency Services (CalOES), to enhance countywide emergency preparedness (the "grant"), as set forth in the grant guidelines and assurances that are incorporated to this Agreement by reference and located at: "U.S. Department of Homeland Security "Fiscal Year 2019 Homeland Security Grant Program (HSGP) Notice of Funding Opportunity (NOFO)" California Governor's Office of Emergency Services "FY2019 Homeland Security Grant Program: California Supplement to Federal Program Guidance and Application Kit" of the grant guidelines shall be retained in the Anaheim/Santa Ana Grant WHEREAS, this financial assistance is administered by the CITY OF SANTA ANA ("CITY") and is overseen by the California Governors Office of Emergency Services ("Cal-OES"); and WHEREAS, this financial assistance is being provided to address the unique equipment, training, planning, and exercise needs of large urban areas, and to assist t them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism: and
