Community Development Agency <br />https://www.santa-ana.org/cd <br />Item # 25 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />April 6, 2021 <br />TOPIC: Local Area Designation and Board Recertification <br />AGENDA TITLE: <br />Local Area Subsequent Designation and Local Board Recertification for a Two -Year <br />Period from July 2021 to June 2023 <br />RECOMMENDED ACTION <br />Authorize the Mayor to sign the Subsequent Local Area Designation and Local Board <br />Recertification application for a two-year period expiring June 30, 2023. <br />DISCUSSION <br />At its regularly scheduled meeting on March 18, 2021, the Workforce Development Board <br />voted 14:0 (Elliott, Knitter, Korthuis, Perez absent) to forward the recommendation to City <br />Council to authorize the Mayor to sign the Subsequent and Local Area Designation and <br />Local Board Recertification application for a two-year period expiring June 30, 2021. <br />The California Employment Development Department (EDD) released Directive WSD20- <br />06 on February 22, 2021, establishing procedures regarding subsequent designation of <br />Local Workforce Development Areas (Local Areas) and recertification of Local Workforce <br />Development Boards under the Workforce Innovation and Opportunity Act (WIOA). The <br />subsequent designation and local board recertification is effective July 1, 2021, through <br />June 30, 2023. This recertification ensures the continuation of WIOA funding and <br />operations in the City of Santa Ana (Exhibit 1). <br />Acting under the authority of the Governor, the process for subsequent designation and <br />recertification of Local Boards under WIOA is overseen by the California Workforce <br />Development Board (State Board). In accordance with WIOA Section 107(c)(2), the State <br />Board will recommend recertification if a Local Board has met WIOA board membership <br />requirements, met or exceeded performance accountability measures, and achieved <br />sustained fiscal integrity. <br />The completed Subsequent Designation and Local Board Recertification Request must <br />be signed by the Local Board chairperson and the local Chief Elected Official (CEO), and <br />City Council 25 — 1 4/6/2021 <br />
