The geographic distribution of <br />funding is predicated somewhat on the nature of the activity to be funded. It is the City's intent to fund <br />activities in the areas most directly affected by the needs of low-income residents and those with other <br />special needs. The Annual Action Plan directs investment geographically to an area benefit <br />neighborhood.
