EXHIBIT 1 <br />AP-05 Other Actions — 91.220(k) <br />Introduction <br />The City of Santa Ana will undertake a range of activities targeted to address the needs of the City's low - <br />and moderate -income and underserved individuals and households. Underserved individuals includes <br />elderly, persons with a disability, youth, homeless, veterans, victims of domestic violence, and extremely <br />low-income households. <br />The City will continue to prioritize a holistic and targeted approach to address homelessness in the City <br />through dedicated City staff, the continued use of Quality of Life Teams, and a close partnership with <br />local and regional organizations and stakeholders. <br />Actions planned to address obstacles to meeting underserved needs <br />To effectively address the obstacles to meeting the needs of underserved individuals, the City will work <br />closely with its network of local and regional partners and nonprofits to continually identify the most <br />pressing needs and barriers to effectively delivering public services, housing and other programs. <br />Building off this input, the City will prioritize public and social service programs that most align with the <br />needs of these populations. The City will rely on its partners to assist in communication and messaging <br />to ensure that underserved households are able to access and utilize these programs and services. <br />Actions planned to foster and maintain affordable housing <br />To foster and maintain affordable housing in the City, Santa Ana will focus on programs and activities <br />that support the development and preservation of affordable housing activities. Wherever possible, the <br />City will work to leverage additional resources (including other federal, state, and local resources) to more <br />effectively and efficiently foster and maintain affordable housing. Activities include: <br />Construction of new rental and homeownership units <br />Rehabilitation and/ or preservation of existing rental units <br />Homeowner rehabilitation programs for low- and moderate -income households <br />Actions planned to reduce lead -based paint hazards <br />To address and reduce the problems caused by exposure to lead -based paint, the City has implemented <br />a lad paint hazard identification and notification process as part of its housing programs. This process <br />been designed to comply with HUD's lead -based paint hazard regulations (Title X) which became <br />effective in September 2000 and was implemented in Santa Ana in January 2002. <br />All owner -occupied housing units rehabilitated or constructed prior to 1979 are inspected for lead -based <br />paint hazards. If the inspection finds potential lead -based paint hazards, the subject property is tested — <br />the average cost per test is $450. The procedures to comply with Title X has added approximately 30 <br />days to the typical housing rehabilitation project. <br />City Council 22 — 72 5/4/2021 <br />
