Community Development Agency <br />https://www.santa-ana.org/cd <br />Item # 31 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 15, 2021 <br />TOPIC: Agreement with Salvation Army to Operate the Hospitality House <br />AGENDA TITLE: <br />Approve a future Agreement with Salvation Army to Operate the Hospitality House for <br />Individuals Experiencing Homeless in Santa Ana until the Time that the Carnegie Shelter <br />is Operational (Grant Funded) <br />RECOMMENDED ACTION <br />Direct the City Attorney to finalize and authorize the City Manager to execute a future <br />Agreement with Salvation Army to operate a temporary 75-bed homeless shelter at 818 <br />E Third Street in Santa Ana, in the amount of $390,000 for an anticipated 90-day period, <br />subject to extension, for a total amount not -to exceed $780,000 from June 28, 2021 <br />through December 28, 2021, subject to non -substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />At the request of the City, Salvation Army has agreed to open and operate the 75-bed <br />Hospitality House located at 818 E. Third Street in Santa Ana while the Carnegie shelter <br />is under construction. The shelter will operate similarly to both the Link shelter and the <br />Fullerton shelter. The Hospitality House will follow the cities referral process and will not <br />allow walk-in traffic. The shelter will provide guests a clean, safe, and personal bed space, <br />three nourishing meals per day, and the opportunity to work with a professional Housing <br />Navigator to expedite their placement in permanent housing. <br />FISCAL IMPACT <br />Funds are available for expenditure in the Fiscal Year 2020-21 budget and funds will be <br />carried forward into the Fiscal Year 2021-2022 budget. The table below indicates the <br />estimated expenditures by fiscal year.
