Scope of SeirAces <br />C:.1 E nviroinrn nIc.aI , ir vit.-r..s <br />At Rincon, we understand the need to become an extension of City <br />staff in conducting the environmental review process. Rincon project <br />managers and analysts are skilled at assisting agencies in not only <br />meeting the legal requirements of the NEPA and CEQA processes, but <br />also in ensuring a project is consistent with the City's ordinances and <br />codes and the relevant standards of other local or State agencies <br />(e.g., California Department of I ransportation, John Wayne Airport, <br />County of Orange, Regional Water quality Control Board, U.S. Army <br />Corp of Engineers, and California Department of Fish and Wildlife). <br />Our teamwork approach will ensure that the City has direct access to <br />strong technical expertise, and our local experience helps to ensure <br />understanding of community issues and local political concerns. <br />In addition to assisting our clients with the NEPA/CEO,A process, our <br />environmental planning group also regularly prepares a broad range <br />of technical studies (such as air quality, noise, biology, and cultural <br />resources) to help design teams develop projects that avoid or <br />minimize significant environmental effects. As described below, our <br />team members have prepared many of these studies for the City of <br />Santa Ana. Since 2015, we have prepared over 20 environmental <br />documents for the Housing Division, including NEPA Categorical <br />Exclusions jCEs) and Environmental Assessments (EAs), and surveys <br />for asbestos and lead, as well as CEgA documents for the Planning <br />Division. As such, we are highly familiar with both local requirements <br />as well as broader agency requirements. <br />The scope of work for any environmental document or specialized <br />technical study will depend upon the nature of the project being <br />analyzed and will vary from project to project. We have assumed that <br />most documentation will involve NEPA review, a lesser number will <br />involve CEgA review, and that a range of specialized studies will also <br />be requested. The following briefly describes our approach to <br />preparing the types of documents likely to be required under this <br />con Lrad. <br />Upon receiving an inquiry from the City on a particular project with <br />federal agency involvement, an early step will be determining what <br />level of NEPA review will be required. Rincon's project manager will <br />obtain a detailed description of the project, and will consider the <br />location, scale, and timeframe of implementation.
