Dr. Tharhrr <br />is experienced in projects involving the environmental fate and transport of chemical <br />constituents, water resource management, hydrodynamics, and water quality <br />regulation and compliance. He has been involved in several contaminated site <br />investigations in various capacities, including chemical fate and transport <br />investigations, using environmental forensics methods to determine source <br />contributions, and developing remediation strategies. Ur. Thacher has applied his <br />expel Lise in environrnenLal chemisLry Lu projects involving source identified Lion and <br />environmental fate and transport of emerging contaminants including per- and <br />polyfluoroalkyl substances (PFAS), 1,4-dioxane, and hexavalent chromium. <br />In addition, he has experience in storm water permitting and compliance under the <br />Industrial General Permit (IGP), Construction General Permit (CGP), and Municipal <br />Separate Storm Sewer System (MS4) programs. Further, he has helped design and <br />implement modeling studies to site and design diffusers, and to evaluate the impact <br />of industrial discharge and treated wastewater on receiving waters. Dr. I hacker is <br />also involved in California water supply and drought issues, with expertise in <br />hydrodynamics and water quality within Californim's Bay -Delta estuary. <br />SELECTED PROJECT EXPERIENCE <br />Project Manager and Technical Analyst, Flooring Manufacturer, Orange County, <br />California <br />Assessed the transport and fate of PFAS in an industrial wastewater stream to <br />determine if the facility was compliant with Proposition 65. This evaluation included a <br />review of PFAS partitioning between biosolids and the liquid phase in the municipal <br />wastewater treatment process, and the potential for PFAS from the facility to pass <br />mLo drinking water aquifers as a result of existing uses for reclaimed water and <br />biosolids from the. Los Angeles County Sanitation District. <br />Technical Reviewer, City of Eastvale — Homestead Industrial Project, Riverside <br />County, California <br />Dr. Thacher provided a technical peer review of a preliminary Water Quality <br />Management Plan developed for the Homestead Industrial Project in Riverside <br />County. He was tasked with evaluating the Water Quality Management Plan for its <br />adequacy and reliability in supporting the Environmen Lal Impact Report, and <br />consistency with Water Quality Management Plan guidance documentation approved <br />by the Santa Ana Regional Water Quality Board. In addition, he conducted checks and <br />reviews of hydrologic calculatlons Included with the water Quality Management Plan. <br />Dr. Thacher identified sections of the Water Quality Management Plan that were <br />inadequate or inaccurate, and outlined an efficient approach to preparing a final <br />Water Quality Management Plan. <br />Project Manager and Technical Analyst, U.S. DOJ Facilities, California <br />Provided technical support to the U.S Department of Justice in defense of two Clean <br />Water Act citizen suits alleging violations of the Industrial General Permit.
