Public Law l lb-2b0 <br />includes FY 2021 finding for these programs. Please note that this letter reflects a revised enmount <br />for the Community Development Block ( rant and Section 108 borrowing Fmthoriry. Your <br />juri.sdiction's FY 2021 available amounts areas follows: <br />Community Development Block Grant (CI)B(-j) $5,640,635 <br />Recovery Housing Program (RHP) s0 <br />HOME hivestment Partnerships (HOME:) $1,706,231 <br />1lou.sing Opportunities for Persons With AIDS (I IOPWA) $0 <br />Emergency Solutions Grant (ESG) $499,141 <br />Individuals and families across the country are Struggling in the face of Rn.1r converging <br />criscs: fire COVID-19 pandemic, the resttlting economic crisis, climate change, and racial inctluity <br />Through these bedrock programs, CPD seeks to develop strong communities by promoting <br />integrated approaches that provide decent housing and suitable living envirotllllents while <br />expanding economic opportunities for low- and moderate -income and special needs populations, <br />including people. living with HIV/ATDS. We urge grantecS to strategically plan the di.sbttrSCrnetrr of <br />grant funds to provide relief for those affected by these eotiverging crises and help move our <br />country toward a robust recovery. <br />Based on your jurisdictioi i's CDBG allocation tot this year, -you also have S 18,203,175 in <br />avai [able Section 108 borrowing authority. Since Section 108 loans are federally guaranteed, this <br />program can leverage yourjuri x1iclion's existing (I)HO litnding to access low -interest, long-lenm <br />financing Lo inveSt in Opportunity Zones or other target areas in your jLu-isdieLion. <br />HUD continues to emphasize the importance of effective perfznmlance nreasurentents in all its <br />formula grant programs. Proper reporting in the Tntegrated Disbutsenrcnt and Tnfornration System <br />(IDIS) is critical to ensure grantees comply with program requirements and policies, provide <br />demographic and income information about the persons that benefited from a cornrnunity's <br />activities, and participate in TTUD-directed grantee monitoring.
