EXHIBIT 3 <br />I1.S- Deparinreol of the Treasury <br />Emergency Rental Assistance <br />Frequently Asked Questions <br />January 19, 2021 <br />The Deparllnenl ol'lhe Ttcasnry (Treasury) is providing these Frequently Asked Qucstir IIN (FAQ) as <br />guidance regarding Onee requirements of the Emergency Rental Assistance (ERA) program established by <br />vrcliIll I SO ol'Division N of the Consolidated Appropriations Act, 20?1, Puh. T.. No. 1 16460 (Dec. 27, <br />2020) (the "Act'). These FAQ will he supplemented by additional guidance and FAQ on a rolling basis. <br />1. The statute provides that ERA funds may he used for `utilities and home energy costs." How are <br />tlinse terms defined? <br />Utilities and home energy costs arc separately-Niatcd chaugcs related to the occupancy of rental property. <br />Accordingly, utilities include separately -stated electricity, gas, water and sewer, Lrash removal and energy <br />costs, such as fuel oil. Must a beneficiary of the rental assistance program have rental arrears? <br />No. The Statute does not piohibiL [lie enrollment of households for only prospective benelas. Section <br />501 (c)(2)(Rgiii) of Division N of the Act dneN provide that aNs1NL:411Ce to rechrcc rental allears, if any, <br />must be provided before prospective rental benefits may be provided. The statute also provides a <br />limitation on prospeclive benefit;; of three nwnths at one time. <br />3. Outrcach will be considered complete if a request for <br />participation is sent in writing by certitied mail, to the landlord or utility provides, and the addiosscc dire; <br />not respond to the request within 21 calendar days after mailing, or, It the grantee has lnadc at least three <br />attempts by photic or entail over a ^_ 1 calendar -clay period to roquesl the landlord or utility provider's <br />participation.
