Section 2. Project Managers and Proposed Team <br />As Project Director, Trevor Blythe is the City's main point of contact and lead. For SB 1383 <br />Implementation Tasks, Lisa Robles, will be the Project Manager and lead. A brief overview of the project <br />director and project manager's experience and background is included below. <br />The project director, project manager and other key personnel assigned will be available to the extent <br />proposed forthe duration of the required services. EcoNomics acknowledges that no project managers <br />shall be removed or replaced without the prior written concurrence of the City of Santa Ana. <br />Lead Staff Assignments <br />Trevor Blythe MBA <br />Title: Senior Vice President and Project Manager <br />Time with EcoNomics, Inc.: 15 years <br />Education: BS in Environmental Science, University California, Santa Barbara, 2006 <br />MBA in Sustainable Management from Presidio Graduate School, 2014 <br />Specialization: Project Management, CalRecycle Compliance Management and Troubleshooting <br />Trevor Blythe has over 15 years of experience as a consultant in the sustainable materials management <br />industry. Mr. Blythe works daily with local governments, private industry, and cities' waste haulers to <br />overcome operational and financial barriers to implementing sustainable materials management programs <br />at the municipal scale. He is an expert on solid waste regulations, operations, and collection system <br />optimization. Mr. Blythe holds a Master of Business Administration in Sustainable Management from <br />Presidio Graduate School in San Francisco. During his coursework at Presidio, Trevor explored market - <br />based solutions for returning key nutrients from organic waste back to the soil. He holds a Bachelor of <br />Science in Environmental Sciences from the University of California, Santa Barbara with an emphasis on <br />Geographic Information Systems. <br />Mr. Blythe is based in the EcoNomics Orange County office and is currently assisting the cities of Anaheim, <br />Newport Beach, Santa Ana, San Juan Capistrano, Mission Viejo, Lake Forest, Laguna Hills, Tustin, and <br />Stanton with contract management, SB 1383 compliance planning, program cost, rate impact analyses and <br />other tasks. Mr. Blythe also assists EcoNomics' client cities with contract management oversight, including <br />developing fair and reasonable pricing to comply with new, state -mandated diversion programs, <br />monitoring diversion reports to assess hauler compliance with state laws, and leading meetings with cities <br />and haulers to monitor contractual compliance and resolve outstanding contractual obligations. <br />Mr. Blythe has developed comprehensive organics cost models used in the City of Anaheim, Mission Viejo, <br />Tustin, Santa Ana, Laguna Niguel, Newport Beach, Lake Forest, Rancho Mirage, and Napa. The model is <br />used to project the cost of AB 1826 and SB 1383 compliance and to examine the impact of these costs on <br />different components of a city's rate base. The model allows for real-time entry of generator participation <br />assumptions, rate incentives, and service scenarios to predict the total cost of the program and the <br />potential rate impact on residential and commercial accounts. The model can being used to illustrate the <br />impacts of different funding scenarios for presentation to elected officials and senior City management. In <br />many cases, the rate model was developed with the franchise haulers to construct a rate that adequately <br />compensates the hauler while still providing a rate incentive for the generator, thus aligning the profit <br />15 <br />
