RFP #21-017: On -Call Environmental Review Services for the CHAMBERS <br />Housing Division <br />City of Santa Ana Community Development Agency GROUP <br />Elizabeth Fortin <br />Environmental Planner <br />Professional Summary <br />Education <br />BA, Environmental Biology, <br />Elizabeth Fortin is a highly resourceful Environmental Planner experienced in both CEOA <br />Columbia University, 2015 <br />and NEPA compliance. She has experience working on a broad range of complex and <br />highly controversial environmental issues with an emphasis in natural resource <br />Training <br />management and regulatory compliance in the private and public sectors. <br />CEQA Essentials: 2019 <br />Project Experience <br />CEQA Advanced: 2020 <br />Santa Angelina Senior Community Housing Project EA, County of Orange, <br />Affiliations <br />Placentia, CA <br />Association of Environmental <br />Environmental Planner. The Project involves the development of two residential <br />Professionals San Diego: Co- <br />buildings accommodating 65 units (64 rental units) of affordable housing for senior <br />Vice President of Programs <br />households, including a community center and recreational amenities. Building 1 is <br />proposed to include 41 one -bedroom units, and six two -bedroom units. Building 2 <br />includes 18 one -bedroom units. The Projectwill provide a total of 59 one -bedroom units <br />that average 709 gross square feet in size and six two -bedroom units that average 871 <br />gross square feet in size. The 3.9-acre Project site is currently home to Blessed <br />Sacrament Episcopal Church, a well -established anchor in the community. The purpose <br />of the project is to provide low- and moderate -income housing to seniors ages 62 and <br />up earning less than 60 percent of the AMI. Seniors have specialized housing needs and <br />fixed incomes that are not able to meetthe demand of market -rate housing. The project <br />provides the opportunity for seniors to live in a safe, supportive, and affordable <br />environment. Developing a housing community with rent -restricted units for senior <br />residents would also enable the City to meet the unique housing need of senior <br />residents and advance the City's effort to meet their Regional Housing Needs Allocation <br />(RHNA) of 231 units for low and very low-income households. <br />Mountain View Affordable Housing Project, Lake Forest, CA <br />Environmental Planner. The Project involved the demolition of an existing office <br />building located at 24551 Raymond Way and construct a 71-unit affordable housing <br />apartment complex on the proposed 1.965-acre site. The development will provide <br />several recreational amenities, including an approximately 2,050-square-foot <br />community center, a small playground for young children, outdoor fireplace with <br />seating areas, and large activity lawn. The Project required approval of a General Plan <br />Amendment, Zone Change, Tentative Parcel Map, Site Development Permit, Affordable <br />Housing Agreement, and Planned Sign Program. The Project proposed to provide <br />affordable units to households earning less than 60% of the Area Median Income, of <br />which 12 of the units will be set aside for Permanent Supporting Housing. <br />Superior Avenue Pedestrian and Bike Bridge and Parking Lot, City of <br />Newport Beach, Orange County, CA <br />Assistant Environmental Planner. Elizabeth assisted in the preparation of an IS/MND <br />for the Superior Avenue Pedestrian and Bicycle Bridge and Parking Lot project. The <br />entire project site is located within the boundary of the coastal zone as established by <br />the California Coastal Act and is therefore under the land use planning and regulatory <br />jurisdiction not only of local government agencies, but also the California Coastal <br />Commission.
