Barretto has over 30 years of experience in the preparation of transportation <br />California,Ca <br />planning analysis, traffic impact studies for a variety of land uses, parking studies, <br />Certifications parking management plans, transportation improvement plans, signing and striping <br />Professional Engineer CA plans, traffic signal design, site access and operational plans and traffic control plans. <br />Registration TR 2006 Richard also has experience in preparing Vehicle Miles Traveled (VMT) analyses for a <br />Affiliations variety of land uses. He is a licensed Traffic Engineer in the state of California. In <br />Institute of Transportation addition, Richard is the Principal -in -charge for providing on -call traffic and <br />Engineers transportation engineering consultation services in response to requests/requirements <br />ASCE of the City of Dana Point, City of Chino Hills, and City of San Juan Capistrano. <br />oCTEC Project Experience <br />Areas of Expertise <br />4th & Mortimer Project, Santa Ana, CA <br />Traffic Forecasting and Impact <br />Prepared a traffic impact analysis report for the 4th & Mortimer Project. The Project <br />Analysis Reports <br />included the development of 169 apartment units and 11,361 SF of retail/commercial <br />Transportation Planning and Site <br />floor area. The traffic study evaluated the proposed Project's near -term and long-term <br />Design Consultation <br />traffic impacts at six key study intersections and also included analysis for site access. A <br />Mixed -Use Parking Demand <br />VMT screening assessment was also competed to evaluate the Project based on SB743 <br />Studies <br />requirements consistent with OPR and the City of Santa Ana CEQA VMT Analysis <br />Conceptual Improvement Plan <br />guidelines. <br />Preparation <br />Traffic and Parking Field Studies <br />First American Plaza — 4th + Main Project, Santa Ana, CA <br />Traffic Signal Design <br />Prepared a traffic impact analysis report for the First American Plaza — 4th + Main <br />Traffic control <br />Project. The Project included the development of 220 DU apartment units and 12,350 <br />Signing and Striping Plans <br />SF of retail/commercial floor area. The traffic study evaluated the proposed Project's <br />Suggested Route to School Plans <br />near -term and long-term traffic impacts at nine key study intersections and also <br />Expert Witness Testimony <br />included analysis for site access and internal circulation. <br />The Met at South Coast Project, Santa Ana, CA <br />Principal Engineer for the Traffic Impact Analysis Report for The Met at South Coast <br />Project, located in the City of Santa Ana. The project is a podium style, 303-unit multi- <br />family apartment development on a 3.1-acre parcel located at 200 East First American <br />Way in the MacArthur Place District Center. The traffic study evaluated the proposed <br />Project's potential near -term and long-term traffic impacts at 16 key study intersections <br />and 16 key roadway segments, provided recommendations to improve site access and <br />internal circulation and evaluated the proposed Project's parking needs. LLG worked <br />closely with City staff and the EIR consultant during the preparation of the Traffic Report <br />and throughout the approval process. <br />Mission Inn Hotel, San Juan Capistrano, CA <br />Principal Engineer for the Traffic Impact Analysis Report for the Mission Inn Hotel, San <br />Juan Capistrano project, in the City of San Juan Capistrano. The analyses included <br />utilizing the ICU Methodology, HCM Methodology and V/C Methodology. It also <br />included utilizing Synchro software for signal coordination analysis for closely spaced <br />intersections along Ortega Highway. LLG worked closely with City staff, as well as the <br />developer and EIR consultant during the preparation of the Traffic Study.
