Kloos, PE <br />Associate Principal I Linscott, <br />Law & Greenspan, Engineers <br />Education <br />Professional Experience <br />BS Civil Engineering, University of <br />California, Irvine <br />Daniel A. Kloos is a licensed Traffic Engineer in the state of California. He earned his <br />Bachelor of Science in Civil Engineering from the University of California, Irvine and has <br />Certifications <br />over 20 years of experience working on traffic engineering projects throughout the <br />Professional Engineer CA <br />Southern California region. Daniel has extensive experience in the preparation of traffic <br />Registration TR 2200 <br />impact studies to support the environmental process for a variety of land uses, site <br />Affiliations <br />access and operational plans, parking studies and parking management plans. He also <br />Institute of Transportation <br />has experience in preparing Vehicle Miles Traveled (VMT) analyses for a variety of land <br />Engineers <br />uses. In addition, he currently provides on -call traffic and transportation engineering <br />oCTEC <br />consultation services to the City of Anaheim, the City of Dana Point, and the City of Long <br />Beach. His expertise in traffic engineering helps LLG continue its tradition of excellence <br />Areas of Expertise <br />in the region. <br />Traffic Impact Analysis Reports <br />Project Experience <br />Transportation Planning and Site <br />Design Consultation <br />First Street Family Apartments Project, Santa Ana, CA <br />Mixed -Use Parking Demand <br />Prepared a traffic impact analysis report for the First Street Family Apartments Project, <br />Studies <br />which consists of a 69-unit apartment complex located at 1440 East First Street in the <br />Sight Distance Analyses <br />City of Santa Ana, California. The traffic study evaluated the proposed Project's near - <br />term and long-term traffic impacts at four key study intersections and also included <br />Traffic and Parking Field Studies <br />analysis for site access and internal circulation, including a projectgate stacking analysis. <br />Trip Generation Studies <br />LLG worked closely with City staff and the EIR consultant during the preparation of the <br />Pavement Delineation Plans <br />Traffic Impact Analysis Report and throughout the approval process. <br />The Met at South Coast Project, Santa Ana, CA <br />Prepared a Traffic Impact Analysis Report for The Met at South Coast Project, located in <br />the City of Santa Ana. The project is a podium style, 303-unit multi -family apartment <br />development on a 3.1-acre parcel located at 200 East First American Way in the <br />MacArthur Place District Center. The traffic study evaluated the proposed Project's <br />potential near -term and long-term traffic impacts at 16 key study intersections and 16 <br />key roadway segments, provided recommendations to improve site access and internal <br />circulation and evaluated the proposed Project's parking needs. LLG worked closely with <br />City staff and the EIR consultant during the preparation of the Traffic Report and <br />throughout the approval process. <br />Orange Coast College Facilities Master Plan, Costa Mesa, CA <br />Prepared a Traffic Impact Analysis Report for the Orange Coast College Facilities Master <br />Plan EIR. The proposed Project generally consisted of the construction of new campus <br />facilities/the renovation of existing campus facilities to meet the District's instructional <br />needs and to accommodate growth in the student body over the planning horizon and <br />beyond. The Project also consisted of the construction of on -campus student housing, <br />the construction of a mixed -use development, an expansion/renovation to the existing <br />recycling center and the construction of a new parking structure.
