(Rincon) is pleased to submit this proposal to provide the City of Santa Ana's <br />(City) Housing Division with environmental consulting services. We are enthusiastic about the <br />opportunity to continue working with the City and have assembled a team of highly skilled <br />environmental science and planning professionals who combine extensive technical qualifications and <br />knowledge of the National Environmental Policy Act (NEPA) and California Environmental Quality Act <br />(CEQA) with several years of experience working in the region. <br />For over 25 years, Rincon has successfully worked with cities, counties, and special districts in the <br />southern California region and throughout California to provide planning and environmental review <br />expertise. Our local staff has successfully managed various on -call assignments with numerous public <br />agencies including the cities of Fullerton, Los Angeles, South Pasadena, Long Beach, and Los Angeles <br />County's Community Development Authority. Rincon has worked with the City of Santa since 2000 <br />under several on -call contracts with the Community Development Agency and the Planning and Building <br />Agency. Rincon recently completed the Categorical Exclusion for the Santa Ana Library Renovations <br />Project for the Community Development Agency (Housing Division), and our historic team is continuing <br />to consult for potential impacts to historic resources. We also recently completed an Initial Study - <br />Mitigated Negative Declaration for the Westview Housing Project for the Planning and Building Agency <br />(Planning Division).
