City of Santa Ana <br />On -Call Environmental Review Services for Housing Division <br />Rincon Consultants prepared an Addendum <br />to the EIR for changes to the previously <br />approved Transit Zoning Code (TZC), for <br />which the City of Santa Ana certified a <br />programmatic Final EIR in 2010.The 2010 <br />FEIR consists of a programmatic analysis of <br />the TZC that provided new zoning for all of <br />the properties within the central core of the <br />City, an area that consists of over 100 blocks <br />and 450 acres. The proposed project <br />involved construction of a new <br />commercial/residential mixed -use <br />development consisting of 12,350 square feet of commercial space and 220 residential units on two <br />parcels in downtown Santa Ana, within the TZC area. As part of the project, the historical facades of the <br />existing First American building at 114 E. Fifth Street were be preserved and incorporated into the <br />facades into the new mixed -use building. Rincon prepared a cultural and historic resource investigation <br />that conformed to set standards for CEQA and NEPA, and Section 106. Northgate Gonzalez and Red Oak <br />Investments proposed to develop a mixed -use <br />residential and commercial development that <br />consisted of 163 residential units and 5,553 <br />square feet of commercial/retail space on two <br />city blocks, 409 E. 4th Street (Block A) and 509 <br />E. 4th Street (Block B). The project required the <br />following discretionary actions subject to <br />approval by the Planning Commission and City Council: a site plan review, a zone change from Urban <br />Neighborhood 2 (UN-2) to Urban Center (UC) for Block B, and a voluntary lot merger for multiple <br />underlying legal lots on Block B. The Project involved the demolition of two existing buildings, Northgate <br />Gonzalez Market and Munoz Auto & Tire Repair, and ancillary structures on the project site <br />20 <br />
