HALL <br />and ASSOCIATES, INC. <br />September 21. 2021 <br />Santa Ana City Council <br />22 Civic Center Plaza <br />Santa Ana, CA 92701 <br />re: City Council Agenda Item 33 <br />To All Members of the Santa Ana City Council, <br />Our brokerage has been providing housing for about 40 years. During that time we <br />have learned how important a symbiotic relationship is between the housing provider <br />and housing receiver. The relationship must be based in mutual respect and equal <br />power. When this balance is disrupted you are left with unhappy residents, run down <br />buildings, and a drain on a city's public services. <br />We applaud the city of Santa Ana for prioritizing housing instability. However, the <br />recommended actions outlined in Item 33 1-4 are simply not the answer. The state of <br />California has already passed statewide rent control. Rental increases have been <br />capped. Most landlord's are extremely reasonable with rent increases as it costs <br />more to find a new tenant than keep an old one. Therefore, landlord's will always have <br />an incentive to keep a respectful resident who pays on time. <br />As for the topic of evictions, our residents have been extremely unhappy to learn they <br />and the landlord have very little recourse to remove a resident who is disrespectful <br />with noise, smoking, parking, trash etc. Good residents are forced to suffer or move <br />when a "bad egg" moves in. We implore you to thoroughly and completely examine <br />the consequences of handcuffing a housing provider from protecting their rule abiding <br />residents. <br />Finally, we implore you NOT to provide the City Manager with a blank $300,000 <br />dollar check to be spent on nameless service providers, contractors and sub -recipients. <br />The City of Santa Ana is the steward of these funds and as such should be more <br />responsible. <br />Thank you for your time and consideration. <br />Sincerely, <br />✓TInimi,.�,oll .fLvorza; iriiivy <br />Amber Hall and Ariana Rohrig <br />P.O.
