CITY OF SANTA ANA <br />RFP NO.: 21-059 <br />WATER WELL, PUMP AND MOTOR REHABILITATION AND REPAIR SERVICES <br />SCOPE OF WORK <br />INTRODUCTION AND BACKGROUND <br />The City of Santa Ana is soliciting proposals from qualified firms to provide on -call water well, pump and <br />motor rehabilitation and repair services on an as -needed basis. <br />The City of Santa Ana is located in the County of Orange in Southern California. The City encompasses 27.2 <br />square miles and a population over 343,000 people. The City of Santa Ana Public Works Agency — Water <br />Resources Division oversees and maintains the dally operations of the Water System and Sanitary Sewer <br />System. The City of Santa Ana's water system has an average day demand of about 43 million gallons (MG) <br />with 45,000 services. It is comprised of approximately 478 miles of water main, 45 MG of storage at five (5) sites, <br />severs (7) MWD connections, 21 groundwater wells, seven (7) pump stations, four (4) pressure regulating <br />stations and utilizes two (2) pressure zones. <br />WORK DESCRIPTION <br />The Contractor shall provide water well casing, pump and motor rehabilitation, repair, and replacement related <br />services for the City of Santa Ana at various locations within the City. The work shall include routine and <br />emergency pump pulling and installations, well casing repairs and installations, water well rehabilitations, well <br />video inspections, and/or repair services on various types of pumps on an as -needed basis. <br />The Contractor shall provide all necessary supervision, labor, materials, tools, transportation and equipment to <br />perform pump pulling and installations, water well and booster rehabilitations, well casing repairs and <br />installations, water well video inspections and chemical treatments, electric motor repairs, electric motor <br />rewindings, sound attenuation, and repair services on various types of pumps and motors, on an as assigned <br />basis, at various locations throughout the City. <br />The Contractor shall provide transportation for its heavy duty equipment, such as, but not limited to, drilling <br />rig, pump rig, flatbed truck, boom truck, tractor traller, to and from Contractor's facility to each Water <br />Production worksite. All electric motor repair work shall be transported by the Contractor to an Electrical <br />Apparatus Service Association's (EASA) Accredited Member facility for repair and returned to the City when <br />repairs are complete. <br />The Contractor shall make adequate provisions for the disposal of water pumping from the well during <br />redevelopment and/or test pumping. All water discharged during these events shall be in compliance with the <br />City's National Pollutant Discharge Elimination System (NPDES) permits and Orange County Flood Control <br />District permits. It shall be the Contractor's responsibility to propose a method to discharge water that is NPDES <br />compliant and may include methods such as water detention through storage tanks or other conforming <br />strategies. <br />Proposer shall submit hourly rates schedule, which shall include but not limited to, direct and indirect costs for <br />labor, for staff per job classification, material, equipment rates, overhead, incidental supplies, travel, mileage, <br />and fuel. Any special materials will be purchased by the contractor only after discussed and authorized by the <br />City projects manager or designee in writing. <br />Prior to commencement of services, Contractor shall provide separate quotes and project schedules, upon <br />request by the City, which shall be approved by the City's Public Works Water Resources Division. <br />
