Public Works Agency <br />www.santa-ana.org/pw <br />Item # 14 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />November 16, 2021 <br />TOPIC: Grovemont Street Water Main Improvements <br />AGENDA TITLE <br />Award a Construction Contract to Stephen Doreck Equipment Rentals, Inc., in the Amount <br />of $1,265,465 for the Grovemont Street Water Main Improvements FY 2021-22 Project, <br />with an Estimated Project Delivery Cost of $1,645,105 (Project No. 21-6466) (Non- <br />General Fund) <br />RECOMMENDED ACTION <br />1. Award a construction contract to Stephen Doreck Equipment Rentals, Inc., the lowest <br />responsible bidder, in accordance with the base bid in the amount of $1,265,465, for <br />construction of the Grovemont Street Water Main Improvements FY 2021-22 Project, <br />for the term beginning January 3, 2022, and ending upon project completion, and <br />authorize the City Manager to execute the contract subject to non-substantive <br />changes approved by the City Manager and the City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated construction delivery cost of <br />$1,645,105, which includes $1,265,465 for the construction contract; $189,820 for <br />contract administration, inspection and testing; and $189,820 in project contingency <br />for unanticipated or unforeseen work. <br />DISCUSSION <br />The Public Works Agency Water Resources Division monitors the condition of water main <br />pipelines by assessing critical factors such as history of breaks, pipe size, alignment, <br />location, and system redundancy, to determine replacement priorities. The existing 6- <br />inch-diameter asbestos cement water main, which was installed in the 1960s, has been <br />experiencing a number of significant breaks and leaks, and has been identified as a <br />priority for replacement. <br />The Grovemont Street Water Main Improvements Project will include replacement of <br />approximately 3,580 linear feet of 8” polyvinyl chloride (PVC) water main and <br />approximately 40 linear feet of 12" PVC water main, plus all necessary appurtenances <br />related to the new water facilities in the area identified in Exhibit 1. <br />City Council 14 –1 11/16/2021
