Acquisition and Relocation <br />PATTI FEIST <br />RELOCATION LEAD <br />Patti has been in the right-of- <br />way and real estate services <br />industry for over 25 years. She <br />is responsible for the successful project planning, <br />management, and the achievementof projectobjectives <br />within scope and budget. Patti provides coordination <br />and oversight for complex and noncomplex projects <br />involving project cost estimates, waiver valuations, <br />Caltrans certification, acquisition and both residential <br />and business relocation. Patti is well respected <br />and known in the industry as a business relocation <br />expert and has successfully relocated thousands of <br />businesses throughout her career. She has relocated <br />even twice as many residents and tenants with grace <br />and compassion. She has extensive experience with <br />mobile home relocation and the relocation of personal <br />property. <br />Patti excels at solving complex problems and working <br />in collaboration with her clients and team members to <br />seek out innovative solutions. She is passionate about <br />quality control and assurance in maintaining federal, <br />state, local, agency, and Caltrans compliance, <br />including the Caltrans Right of Way Manual and <br />FTA guidelines. Patti has the drive, experience, <br />commitment, and the professional credentials to assist <br />the City of Santa. Patti is a public speaker and lead <br />trainer on residential and business relocation matters <br />and is responsible for the training and mentorship of <br />Monument's team of Agents. Patti is knowledgeable in <br />Federal, State and local laws, regulations, and policies <br />related to eminent domain, easements, rights of entry, <br />real estate title, and other right-of-way technical and <br />legal activities involved with the formal process of <br />acquiring right -of -way - <br />The Monument Team is stacked with local talent ready to assist the City with all of its project <br />needs. On the following page is a brief introduction to the rest of our proposed Team. <br />Curtis possesses an abundance of real estate transaction, utility relocation, and <br />Senior Agent property management expertise- He has over 13 years of experience managing <br />best practices, regulatory procedures, and logistics for utility relocation and <br />13 Years Experience property management projects on behalf of public agencies. Curtis provides <br />oversight and quality review for Monument agents and is focused on clearing <br />encroachments, and mitigating utility conflicts for his clients. <br />KIM BIBOLET, SR/WA <br />Senior Agent <br />15 Years Experience <br />Kim has expertise in real estate transaction and property management. In her <br />15 years in the right-of-way industry, Kim has worked closely with numerous <br />local governments and public agencies on transportation, housing, and utility <br />projects. She has been involved in all aspects of right-of-way work, including <br />appraisals, title review, environmental assessments, acquisition, escrow <br />coordination, eminent domain support, relocation assistance, encroachment <br />mitigation, and lease and license agreements. <br />Monument <br />
