City of Santa Ana <br /> Decernber 7, 2021 <br /> P g e 1 4 <br /> must also commit to paying its fair share of 84.5 percent (based on the highest peak hour impacted) <br /> at the Tustin Ranch Road/Walnut Avenue intersection. <br /> To this end, Tustin requests that Santa Ana adopt a GPU Condition of Approval calling for a <br /> Transportation Fair Share Funding Agreement MOU between Tustin and: Santa Ana that documents <br /> that the cities will work together in good faith to implement a fair share funding agreement. <br /> In addition, although not located in the City of Tustin, the GPU would cause a significant impact at the <br /> SR-55 Southbound Ramps/Fourth Street-Irvine Boulevard intersection. (FEIR (October 2020), <br /> Appendix K, p. 1360). Given its proximity to Tustin, traffic congestion at this intersection will affect <br /> Tustin's residents and employees. Despite this fact, we can find no indication that Santa Ana intends <br /> to contribute its fair share toward the necessary improvements at this intersection. We request that <br /> the Traffic Analysis be revised to identify the necessary improvements to the SR-55 Southbound <br /> Ramps/Fourth Street-Irvine Boulevard intersection and that the aforementioned Transportation MOU <br /> between Santa Ana and Tustin commit to ensure that improvements to this intersection are <br /> undertaken in an expeditious manner, <br /> Santa Ana Should Adopt the Reduced Park Demand Alternative <br /> Recognizing the severity of the GPUs park and recreation impacts, the City included Reduced Park <br /> Demand Alternative in the Recirculated DEIR. This alternative modifies land use and reduces <br /> residential growth by eliminating and reducing certain residential land uses and intensities, (FEIR, <br /> Response to Comments, Response A2-1 1, p. 2-30). Although recreation impacts under this <br /> alternative would remain significant and unavoidable, it would nevertheless reduce the GPU's <br /> recreation impacts given the lack of available land within San Ana for new parks. (1d. citing RDEIR, p. <br /> 7-30). Because this alternative would likely reduce recreation: impacts within Tustin as well as Santa <br /> Ana, we respectfully request that, Santa Ana adopt the Reduced Park Demand Alternative. <br /> We appreciate the opportunity to provide these comments.
