Please briefly describe how the project will achieve the claimed benefits. <br />Well 29 reduces the City's dependence on the drought -stricken states' limited water <br />supplies, offering long-term drought resilience benefits (both quantifiable and qualitative) <br />by providing an additional water supply, improving water management and indirectly <br />benefitting fish, wildlife and the environment. The proposed project is expected to increase <br />the City's pumping capacity by approximately 2,500 gpm, thus reducing the City's reliance <br />on imported water by 4,000 AF annually. As stated in the City's 2016 Agreement with <br />OCWD (for a partial Basin Equity Assessment (BEA) exemption), the Well 29 improvement <br />project is expected to provide benefits for at least 20 years, and most likely for 50 years, <br />following successful completion of the project. <br />11. Briefly describe how the community/area benefiting from this project is being impacted by the <br />current drought. <br />The City of Santa Ana relies on a water supply portfolio comprised of imported water <br />received from MWD (approximately 22% of the annual supplies to the City) and <br />groundwater pumped from the Orange County Groundwater Basin (approximately 78% of <br />the annual supplies to the City). In addition to the shortages in imported water supplies, the <br />City of Santa Ana itself is experiencing Severe Drought conditions as per the U.S. Drought <br />Monitor. The less -than -average levels of annual rainfall have led City water customers to <br />become increasingly reliant on potable water sources. <br />12. How will this project alleviate the impacts described in your answer to Question 11? <br />There is no question that drought has severely impacted the City of Santa Ana's imported <br />water supplies from the Colorado River and northern California. Drought resiliency for the City can <br />best be provided by becoming less reliant upon imported water. By increasing its groundwater <br />pumping capacity, the proposed Well 29 Rehabilitation Project will accomplish exactly that: allow <br />the City of Santa Ana to be less reliant on imported water. Without the Well 29 project, the City of <br />Santa Ana will continue to contribute to the demands on the limited and crucial supply of imported <br />water that has already been severely compromised by drought in California. The ability to pump <br />from a managed groundwater source will maintain a sustainable water supply and ensure a <br />reduction in the reliance on imported water sources. <br />13.
