Approve an appropriation adjustment to recognize $3.8 million in Proposition 68 <br /> Urban Flood Protection grant funding from the California Natural Resources Agency <br /> into the PWA Enterprise Capital Grants, State Grant-Direct revenue account and <br /> appropriate the same amount into the CNRA Urban Flood Protection, Improvements <br /> Other Than Building expenditure account. (Requires five affirmative votes) <br /> 2. Approve an amendment to the Fiscal Year 2021-22 Capital Improvement Program to <br /> include $3.8 million in funding from the Proposition 68 Urban Flood Protection Grant <br /> Program for the Downtown Flood Reduction and Stormwater Infiltration Project. <br /> DISCUSSION <br /> On June 5, 2018, California voters passed the California Drought, Water, Parks, Climate, <br /> Coastal Protection, and Outdoor Access for All Act of 2018 (Proposition 68). Proposition <br /> 68 authorized the Urban Flood Protection (UFP) grant program, which seeks to fund multi- <br /> benefit projects that address flooding in urban areas. <br /> The City experiences significant flooding during intense rain events, particularly in the <br /> Downtown area. Minimal slope and an undersized stormdrain system combine to facilitate <br /> routinely flooded areas, which can have a negative impact on the health and safety of <br /> Santa Ana residents, affect businesses, and cause property damage. The projected <br /> increase in high-intensity storms caused by climate change will exacerbate these issues <br /> and staff is actively working to identify impactful projects to help reduce flooding in the <br /> City. <br /> One such project is the Downtown Flood Reduction and Stormwater Infiltration Project. <br /> This multi-benefit project takes a two-pronged approach at reducing flooding Downtown <br /> via the reconstruction and upgrade of the stormdrain infrastructure along Third Street and <br /> the construction of a subsurface infiltration system that will capture and infiltrate <br /> City Council 10 — 1 1/18/2022 <br />
