Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 45 of 83 <br />Establishes the minimum training standards for System administration and staff. This ensures <br />that System functionality and integrity are maintained by restricting System administrative <br />functions to trained, qualified and authorized personnel only. <br />Protocol <br />The Lead Agency is responsible for maintaining System configuration databases for System or <br />subsystem infrastructure, subscriber databases and console configuration databases. <br />4.15 Dispatch Center Personnel Training <br />Purpose or Objective <br />Establishes minimum training standards for the public -safety dispatch center personnel with <br />access to System resources. This ensures that personnel performing communications dispatch <br />operations are properly trained by the Lead Agency. <br />Operational Context <br />System functionality and integrity shall be maintained by ensuring that only qualified personnel <br />perform dispatch functions using console equipment connected to the System core. <br />Protocol/Standard <br />Public safety dispatch center personnel shall be familiar with all applicable mutual aid <br />requirements, interoperability requirements, trunk system patching and all established SOPS. <br />Other recommended training that each agency's communications center personnel should have <br />include: <br />• COML. <br />• ICS courses 100, 200, 700.6, 800 or others as required by employing agency <br />Recommended Procedure <br />This policy does not contain specific training procedures or training modules. <br />Management <br />The communications / 9-1-1 center manager within each agency is responsible to ensure <br />personnel with radio console access to resources on the System comply with the following: <br />Public safety communications / 9-1-1 center personnel receive the appropriate training <br />before accessing System resources. <br />Public safety communications / 9-1-1 center personnel maintain familiarity with features <br />and functions of communications consoles in order to rapidly and effectively <br />City Council 11 — 50 2/1/2022 <br />
