Attachment A - Joint Agreement for 800 MHz CCCS Page 56 of 83 <br />The Lead Agency manages the Fleetmap and System programming for all agencies. <br />5.4 Subscriber Template Management <br />Purpose of Objective <br />Defines the process that is used to document the radio subscriber template information for the <br />effective management of the System. The System contains a large number of talkgroups to <br />support the various agencies that subscribe to the System. Subscriber template configuration <br />information is classified as `Restricted Information' and is not released to the general public. <br />Technical Background <br />The subscriber template is parameter information programmed into the individual subscriber <br />radios to control how those radios perform on the System. <br />An agency's subscriber template is developed and maintained by the Lead Agency with the <br />input of each agency's radio representative. This is to ensure the agency gets the talkgroups, <br />features, and functionality desired from the radios, while maintaining the overall functionality <br />and integrity of the System. <br />The radio subscriber template is usually specific to a particular agency, but an agency can elect <br />to have different versions of the template based on the department's needs and operations. <br />The templates normally contain the following information: <br />• Radio Configuration — Specific information related to a particular model of radio, <br />including but not limited to: button assignment, display options, menu items, and other <br />radio wide parameters. <br />• Conventional — Personality information that determines the radio's operation in the <br />conventional mode such as frequencies, tones, and signaling options. <br />• Trunking — Identifies System and talkgroup specifics that the subscriber radio has access <br />to, as well as System and unit -specific ID numbers relating to the radios operation. <br />• Scan — Defines the limits and lists of the subscriber radio's scan function, when <br />equipped. <br />• Zone Assignment — Where talkgroups are combined into specifically labeled 'zones' <br />within the radio that represent or reflect operations of a particular agency or operation. <br />The zone designation reflects an acronym, which should easily identify the zone as <br />belonging to a particular agency. <br />Operational Context <br />The Lead Agency creates and manages all subscriber templates to ensure uniformity and proper <br />operation on the System. <br />Protocol/Standard <br />User Agencies may have multiple subscriber templates based upon their operational needs. The <br />Lead Agency shall maintain a subscriber template spreadsheet for each of the agency's <br />template versions. <br />City Council 11 — 61 2/1/2022 <br />
