Orange County Civic Center <br />Traffic Study <br />Orange County, CA <br />IBI Group prepared the traffic impact study for the County of <br />Orange Civic Center Master Plan. The existing Civic Center <br />complex (superblock) includes three administrative buildings for the <br />County that house various departments and government functions. <br />The existing complex is not large enough to house all County <br />staff, creating a condition where certain departments are housed <br />in off -site buildings located within one mile of the Civic Center <br />complex. The Master Plan calls for the construction of a new <br />Building 16 in the southwest corner of the site and then demolition <br />and replacement of Buildings 10, 12, and 14 over the course of <br />20 years. The traffic study prepared by IBI Group analyzes the <br />near -term conditions with the construction of the new Building 16 <br />and buildout conditions with the implementation of the full Master <br />Plan. The traffic study was completed consistent with City of Santa <br />Ana guidelines and included assessment of the Grand Avenue/1-5 <br />interchange ramps per Caltrans guidelines. IBI is currently working <br />on the Building 14 Access Study to identify appropriate geometric <br />configurations of the driveways to ensure the safe and efficient <br />interface between automobiles and bicyclists/pedestrians. <br />OCTA Active Transportation Plan <br />Orange County, CA <br />IBI Group was engaged by OCTA to prepare the first county -wide <br />active transportation plan, which with covers all 35 local jurisdictions <br />within Orange County. Development of the plan involves the <br />identification of regional bikeways, pedestrian priority areas, and <br />a bicycle/pedestrian best practices toolkit that provides strategies, <br />case studies, and sample tools for each of the Five E's (education, <br />encouragement, enforcement, engineering, and evaluation). <br />Understanding the important role active modes of transportation <br />serve amongst disadvantaged communities, the IBI Group <br />team recognized the need to ensure the plan was equitable and <br />considered the needs of the many underserved communities in <br />Orange County. The IBI Group team employed a variety of outreach <br />methods ranging from the traditional to the more innovative to <br />ensure outreach methods were engaging and inclusive. <br />The project also applied innovative techniques in geospatial data <br />analysis.
