"Pot Luck": Santa Ana's Monopoly on Licensed Retail Adult -Use Cannabis in Orange County <br />APPENDIX 2 — Commercial Cannabis Application Process <br />Adult -Use Retail Cannabis Merit -Based Criteria and Passible Points <br />All applications <br />for a Regulatory Safety Permit (RSP) will be evaluated using the merit <br />criteria <br />outlined <br />below.
