A-2021-197-02 <br />INSURANCE NOT ON FILE <br />WORK IVIAYNOT PROCEED AMERICAN RESCUE PLAN ACT <br />CLERK OFCOUNCIt 2 ZQZZ SUBCONTRACTOR AGREEMENT BETWEEN <br />DATE: MAR THE CITY OF SANTA ANA AND <br />CDR C Tetvi4SX�T T� KINGDOM CAUSES, INC., DBA CITY NET <br />THIS GRANT AGREEMENT ("ARPA Agreement'), is hereby made and entered into <br />this W OC-bb%P-r , 2021, by and between the City of Santa Ana, a charter city and municipal <br />corporation of the State of California ("Contractor'), and Kingdom Causes, Inc., dba City Net, a <br />California nonprofit corporation ("Subcontractor"). <br />RECITALS: <br />A. The American Rescue Plan Act ("ARPA") was signed into law in March 2021. ARPA <br />provides funding for a number of different programs, including the Coronavirus State and <br />Local Fiscal Recovery Fund ("SLFRF"), to provide monetary support to local <br />governments to respond to, mitigate, and recover from the COVID-19 public health <br />emergency. <br />B. On July 20, 2021, the Santa Ana City Council authorized the City Manager to utilize <br />ARPA SLFRF funding from the United States Department of Treasury for the Revive <br />Santa Ana Spending Plan, which includes five spending categories: recovery from the <br />pandemic, direct assistance programs, public health and safety, critical infrastructure, and <br />city fiscal health. <br />C. Subcontractor has been made aware of the ARPA requirements and agrees to <br />comply with all the conditions and the applicable requirements governing the use <br />of ARPA and SLFRF grant funds. <br />D. Contractor entered into an Agreement with Subcontractor to provide Homeless <br />Street outreach and Engagement in the City of Santa Ana, Agreement No. A- <br />2021-196, dated October 6, 2021, by which Contractor committed a set amount of <br />funds to Subcontractor for the service delivery for the specific purpose of <br />reaching out to unsheltered homeless neighbors; connecting them with emergency <br />shelter, housing or critical services; and providing urgent, non -facility -based care <br />("Program"). <br />E. Contractor now approves the provision of ARPA and SLFRF grant funds to <br />Subcontractor in an amount not to exceed $1,000,000. to be used in the operation <br />of the Program. This $1,000,000 in ARPA and SLFRF grant funds shall count <br />toward the amount of funds due from the Contractor to Subcontractor under <br />Agreement No. A-2021-196. <br />Subcontractor represent that it has the requisite qualifications, expertise, and <br />experience in the provision of the Program and is willing to use said ARPA and <br />SLFRF grant funds to operate said Program. <br />
