Attachment A - Joint Agreement for 800 MHz CCCS <br />Page 73 of 83 <br />Determine if there are internal or external factors that alter the priority of System <br />impairment, such as weather, subscriber loading unique public safety activities or <br />impending events, etc. <br />Determine if manual Intervention is required. A serious failure requires initiating repair <br />processes regardless of the time of day. Minor failures can wait until normal business <br />hours or other convenient time before repair. The determination is at the discretion of <br />the Lead Agency, and shall be based on Internal System functionality and external <br />subscriber needs. <br />Determine if additional external resources are required. <br />Once the operation or repairs are complete, Lead Agency personnel shall contact Control One <br />for an update and user feedback. <br />When requested by the Govemance Committee, the details of the recovery processes may be <br />reviewed for improvements. <br />Management <br />The Lead Agency is responsible for maintaining this policy and ensuring representatives from all <br />affected agencies are notified as appropriate. Each agency's radio representatives are <br />responsible for notifications within their respective agencies. <br />7.4 System Coverage <br />Purpose or Objective <br />Establishes the requirements for regular outdoor testing and verification of System signal <br />quality and coverage. <br />Technical Background <br />Signal coverage of the System fluctuates constantly and is influenced by many conditions <br />Including but not limited to: <br />• Terrain. <br />• Weather. <br />• Vegetation. <br />• Building Construction. <br />• Equipment Condition. <br />• Location. <br />Regular sampling of signal quality and strength at pre -designated locations will help to confirm <br />adequate coverage, or if a problem might have developed in certain locations due to changes in <br />one of the above conditions. <br />Operational Context <br />Periodic coverage testing is a critical component of System operation and maintenance, and will <br />continue toward identifying and mitigating any signal coverage Issues, including any potential <br />effects of new building construction and development. <br />
