EXHIBIT A <br />STATEMENT OF WORK <br />Layoff Aversion is one of several required Rapid Response Activities that the American Job <br />Centers of California must provide. A layoff aversion strategy helps employers retain a skilled <br />workforce and/or provides workers rapid transition to new employment, minimizing periods of <br />unemployment. The intent of layoff aversion as a business engagement strategy is to provide <br />business solutions to companies that want to save jobs. To save jobs, a business engagement <br />team must be able to identify an at -risk company well in advance of layoffs, get executive level <br />commitment to work together, assess the needs of the company, and deliver solutions to address <br />risk factors. This requires a new culture of prevention and a strong infrastructure, including clarity <br />of roles among regional partners. It requires data collection and analysis of regional labor market <br />and industry sector trends, early warning mechanisms that can alert of problem areas and well - <br />trained staff with capacity to build relationships among businesses, labor organizations and civic <br />leaders. Layoff aversion is a central component of a high -performing business engagement <br />strategy, requiring a shared responsibility among numerous partners at the state, regional, and <br />local levels. The purpose of this proposal is to initiate a business engagement strategy targeting <br />strategic industry clusters. <br />Target Industries <br />• Retail Trade <br />• Financial, Real Estate, Rental and Leasing <br />• Food Establishments <br />• Wholesale Trade <br />• Warehousing <br />• Manufacturing <br />Any industries outside of the target industries must first be pre -approved by City of Santa <br />Ana. <br />Business Engagement Strategy <br />• Visit 420 Santa Ana businesses during the performance period and provide completed <br />surveys. (March 1, 2022 -June 30, 2022) <br />• Provide the business with a Chamber and/or City Economic Development contact so <br />they have an avenue to address city issues or needs. <br />• Invite the participants of the survey to meet with the Chamber and City Staff as needed. <br />Iv <br />
