Police Department <br />www.santa-ana.org/departments/police/ <br />Item # 31 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 21, 2022 <br />TOPIC: Agreement with Casa De La Familia for the Santa Ana Family Justice Center <br />AGENDA TITLE: <br />Approve a Three-Year Agreement with Casa De La Familia for the Santa Ana Family <br />Justice Center Operations (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Casa De La Familia to provide <br />an Operations Specialist to the Santa Ana Family Center, in an amount not to exceed <br />$331,633 for the period of July 1, 2022 through June 30, 2025, with an option for two, <br />one-year extensions, subject to non-substantive changes approved by the City Manager <br />and City Attorney. <br />DISCUSSION <br />In 2019, the City Council appropriated funding through the FY 2019-20 budget process <br />to establish the Santa Ana Family Justice Center (SAFJC). The SAFJC is a partnership <br />between the Santa Ana Police Department and 17 social services organizations to <br />provide a “one-stop shop” where survivors of domestic violence, sexual assault, child <br />abuse, human trafficking, and elder abuse can receive the assistance and support they <br />need. The U.S. Department of Justice has recognized the Family Justice Center as a <br />best practice model. The SAFJC has also joined 90 other Family Justice Centers <br />nationwide in their affiliation with Alliance for HOPE International, to ensure it is following <br />industry-standard best practices. <br /> <br />The SAFJC operates under the Police Department’s Community Engagement <br />Commander, who also serves as the director of the center. An Operations Specialist is <br />needed to oversee and facilitate the day-to-day operations of the center. The Operations <br />Specialist provides the necessary coordination and oversight to ensure the center <br />operates smoothly and efficiently. The Operations Specialist will ensure the mission and <br />core values of the SAFJC are put into practice in every aspect of the center’s operation <br />and will maintain strong relationships with both on-site and off-site community partners, <br />interns, and volunteers, as well as foster a positive working environment.
