5. Rate and Service Structure <br />a. Your Submittal package shall include the following <br />b. The proposal shall be in Times New Roman, Arial, or some similar easily <br />readable font. The size of the font shall not be smaller than 12. <br />c. All submittals, whether selected or rejected, shall become the property of <br />the City of Santa Ana and will not be returned. <br />d. The City reserves the right to waive minor defects and/or irregularities in <br />proposals and shall be the sole judge of the materiality of any such defect <br />or irregularity. <br />e. Cost incurred by the respondent in the preparation of the response to <br />this RFQ is the sole responsibility of the proposer and will not be <br />reimbursed by the City. <br />f.
