<br /> <br />Resolution No. 2022-XXX <br />Page 1 of 4 <br />RESOLUTION NO. 2022-XXX <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF SANTA ANA FINDING THE FISCAL YEAR 2022-2023 CAPITAL <br />IMPROVEMENT PROGRAM CONSISTENT WITH THE SANTA ANA <br />GENERAL PLAN <br /> <br />WHEREAS, the City of Santa Ana has completed a Capital Improvement <br />Program (CIP) for Fiscal Year 2022-23 that outlines public improvements and <br />estimated expenditures to construct improvements; and <br /> <br />WHEREAS, California Government Code Section 65401 and Santa Ana <br />Municipal Code Section 2-350.2(c) require annual review by the Planning Commission <br />of the City’s Capital Improvement Program for consistency with the City’s General <br />Plan; and <br /> <br />WHEREAS, on May 23, 2022, for this purpose, the Planning Commission of the <br />City of Santa Ana reviewed and considered all elements of the Fiscal Year 2022-23 <br />CIP. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City <br />of Santa Ana as follows: <br /> <br />Section 1. The Fiscal Year 2022-23 Capital Improvement Program is <br />consistent with the City’s adopted General plan because the projects under the Fiscal <br />Year 2022-23 CIP are consistent with one or more of the following General Plan goals <br />and policies: <br />Mobility Element: <br /> <br />i. Policy M-1.4 Motor Vehicle Level of Service. Maintain at least a <br />vehicle level of service “D” for intersections of arterial streets, <br />except in areas planned for high intensity development or traffic <br />safety projects. <br />ii. Policy M-1.5 Multimodal Level of Service. Ensure that new <br />development and City projects maintain or improve the current level <br />of service for all modes of transportation. <br />iii. Policy M-1.6 Complete Streets. Transform travelways to <br />accommodate all users through street design and amenities, such <br />as sidewalks, trees, landscaping, street furniture, and bus shelters. <br />iv. Policy M-1.9 Regional Consistency. Ensure the street network <br />is consistent with standards set in the OCTA Master Plan of <br />Arterial Highways and the Congestion Management Program. <br />v. Policy M-1.10 Intergovernmental Coordination. Collaborate <br />with federal, state, SCAG, OCTA, rail authorities, and other <br />agencies to fund and improve the regional transportation system. <br />5/23/2022 <br />Planning Commission {{item.number}}–106
