Planning and Building Agency <br />Item # 6 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />June 13, 2022 <br />Topic: Summarily Vacate a Portion of Santa Ana Boulevard. <br />RECOMMENDED ACTION <br />Adopt a resolution approving to Summarily Vacate a Portion of Santa Ana Boulevard. <br />EXECUTIVE SUMMARY <br />The City of Santa Ana is the current owner of the property at 1247 West Santa Ana <br />Boulevard. The property will be sold to Rafael and Yolanda Ramos, both the owners of <br />the property at 415 North Bristol Street. The sale includes a strip of land that is being <br />vacated. <br />DISCUSSION <br />During the course of the Bristol Street Improvement Project, the Public Works Agency <br />has acquired numerous properties along the corridor. The subject property at 1247 W. <br />Santa Ana (APN 008-082-29) was acquired as part of the Bristol Street Improvements <br />from 2nd Street to Civic Center Drive using Orange County Transportation Authority <br />(OCTA) funding appropriated for this project (Exhibit 1). The purchase price was based <br />on appraised values prepared by a state-licensed appraiser. The remnant portion of this <br />property remains unused and unneeded following Project construction, and have been <br />held for purposes of exchange or sale. <br />The subject property is among those the City declared surplus and or which no responses <br />were received by entities receiving the notices of availability; or for which negotiations <br />ended, and with no other proposals, the City as completed all Surplus Land Act <br />requirements for disposition. The proceeds from the sale of this property are considered <br />as restricted funds and will be used to reimburse the granting agencies, and/or to fund <br />further transportation improvements within the same or similar project. <br />6/13/2022 <br />Planning Commission 6 –1
