While the program is <br />voluntary, some 300 businesses have used it to date, placing more than <br />3,000 city residents in local jobs since it was launched in 1986. When <br />needed, these carrots are matched by sticks, since the city is not shy <br />about negotiating corporate participation in First Source as a condition <br />of approval for development permits. <br />Therefore, the City should consider utilizing skilled and trained workforce policies <br />and requirements to benefit the local area economically and to mitigate greenhouse <br />gas, improve air quality, and reduce transportation impacts. <br />Sincerely, <br />Mitchell M.
