However, my task is not to point out all the good but to critique the document in <br />the hope of making it better. So here I go... <br />For a City of over 310,000,1 was disappointed to see only two residents providing input to the <br />Housing Element. With this limited response, I feel the city could have spent more time on their <br />responses. I had 17 comments and only 9 were addressed to my satisfaction, one comment was Intro <br />never answered. <br />This first section addresses the initial comments that were made by me back in December 2021, the <br />cty's response and where I feel the response could be improved upon. Following this list are my <br />comments on the Public Review Draft dated July 2022. <br />December 2021 Comments / City Responses / Counterstatements <br />1. Page 14: SPECIAL NEEDS section. Replace "female headed households" with page Al text "single - <br />parent families" as inclusion in this category is not limited by gender in today's society and may <br />open the City to lawsuits. Page Al text: "Special Needs. Special needs in the City, including <br />seniors, people with disabilities, large families, single -parent families, people who are <br />experiencing homelessness, and other special needs groups." <br />City Response 12-4: Government Code Section 65583(a)(7) requires "An analysis of any <br />special housing needs, such as those of the elderly, persons with disabilities, including a <br />developmental disability, as defined in Section 4512 of the Welfare and Institutions Code; <br />large families, farmworkers, families with female heads of households, and families and <br />persons in need of emergency shelter." <br />Counterstatement: Housing Element page Al definition of Special Needs: "Special Needs in <br />the city, including seniors, people with disabilities, large families, single -parent families, <br />people who are experiencing homelessness, and other special needs groups." The City's <br />definition is not in accordance with Government Code Section 65583(a)(7). Further, the City's <br />definition has been expanded to say Special Needs is any person who is experiencing <br />homelessness, not just families and persons in need of emergency shelter.
