Community Plan Exemption Checklist <br />City of Santa Ana Gary Avenue Business Park Project <br /> <br />71 <br /> <br />No New Impact. As described previously, use of BMPs during construction implemented as part of a SWPPP <br />as required by the NPDES Construction General Permit would serve to ensure that Project impacts related <br />to construction activities resulting in a degradation of water quality would not occur. Thus, construction of the <br />Project would not conflict or obstruct implementation of a water quality control plan. <br /> <br />The Preliminary WQMP for the Project complies with the Orange County DAMP. The WQMP and applicable <br />BMPs are verified as part of the City’s permitting approval process, and construction plans would be <br />required to demonstrate compliance with these regulations. Therefore, operation of the proposed Project <br />would not conflict of obstruct with a water quality control plan. <br /> <br />Also, the OCWD manages basin water supply through the Basin Production Percentage, such that, the <br />anticipated production of groundwater would remain steady, and as described previously the change of the <br />site from three office buildings to one light industrial warehouse building would not result in increases for <br />groundwater supplies. Therefore, the Project would be consistent with the groundwater management plan <br />and would not conflict with or obstruct its implementation, and no new impacts would occur. <br /> <br />Conclusion <br />With regards to the issue area of hydrology and water quality, the following findings can be made: <br />1. No peculiar impacts to the Project or its site have been identified. <br />2. There are no potentially significant off-site and/or cumulative impacts which were not discussed by <br />the GPU EIR. <br />3.
