Would the project result in: <br />a) Generation of a substantial temporary or <br />permanent increase in ambient noise levels in the <br />vicinity of the project in excess of standards <br />established in the local general plan or noise <br />ordinance, or applicable standards of other <br />agencies? <br /> <br />b) Generation of excessive ground borne <br />vibration or ground borne noise levels? <br /> <br />c) For a project located within the vicinity of a <br />private airstrip or an airport land use plan or, <br />where such a plan has not been adopted, within <br />two miles of a public airport or public use <br />airport, would the project expose people <br />residing or working in the project area to <br />excessive noise levels? <br /> <br />Summary of Impacts Identified in the GPU EIR <br />The Final Recirculated GPU EIR addressed noise impacts on pages 5.12‐29 through 5.12‐50. <br /> <br />Construction Noise. The GPU EIR described that Mitigation Measure N-1 would reduce potential noise <br />impacts during construction to the extent feasible. However, due to the potential for proximity of construction <br />activities to sensitive uses, the number of construction projects occurring simultaneously, and the potential <br />duration of construction activities, construction noise could result in a temporary substantial increase in noise <br />levels above ambient conditions. Therefore, impacts would remain significant and unavoidable. <br /> <br />Operational Noise. The GPU EIR determined that buildout of the GPU would cause a substantial traffic noise <br />increase on local roadways and could locate sensitive receptors in areas that exceed established noise <br />standards and that Mitigation Measure N-2 would reduce potential interior noise impacts to future noise- <br />sensitive receptors below the thresholds. However, there are no feasible or practical mitigation measures <br />available to reduce project-generated traffic noise to less than significant levels for existing residences along <br />affected roadways. Thus, the GPU EIR determined that traffic noise would remain a significant and <br />unavoidable impact. <br /> <br />Construction Vibration Impacts. The GPU EIR discussed that construction activity would generate varying <br />degrees of ground vibration, depending on the construction procedures and equipment, that has the potential <br />to exceed the FTA criteria for architectural damage (e.g., 0.12 inches per second [in/sec] PPV for fragile or <br />historical resources, 0.2 in/sec PPV for non-engineered timber and masonry buildings, and 0.3 in/sec PPV <br />for engineered concrete and masonry). The EIR determined that implementation of Mitigation Measure N-2 <br />and adherence to associated performance standards, would reduce impacts to a less-than-significant level. <br /> <br />8/22/2022 <br />Planning Commission 2 – 115
