The GPU EIR <br />determined that full buildout of the GPU would result in a population of 431,629, and the City’s 2045 <br />population growth would be approximately 20 percent greater than the Orange County Council of <br />Governments’ 2045 projections. Furthermore, the city’s housing units at buildout would be 115,053, which <br />exceeds the Orange County Council of Governments’ projection by 38 percent. The EIR determined that <br />there are no feasible mitigation measures to mitigate the population and housing growth at buildout, and <br />impacts would be significant and unavoidable. <br /> <br />The proposed GPU would provide more housing opportunities than currently exist. Therefore, implementation <br />of the GPU would not displace people and/or housing, and impacts related to people and housing <br />displacement would not occur. <br /> <br />Impacts Associated with the Proposed Project <br /> <br />a) Induce substantial unplanned population growth in an area, either directly or indirectly? <br /> <br />No New Impact. The proposed Project would not directly result in unplanned population growth because it <br />does not propose any residential dwelling units and development of the Project would be consistent with the <br />General Plan land use and zoning designations for the site, which are used by both local and regional <br />agencies to determine anticipated growth. <br /> <br />The FLEX-3 GPU land use designation allows for a FAR of 3.0 and the Interim Development Standard of M- <br />1 does not include standards for lot size or density. The proposed Project would result in a FAR of 0.42, <br />which is within the allowable FLEX-3 FAR; and the Project would be consistent with the M-1 (Light Industrial) <br />development standards. Therefore, the Project is consistent with conditions evaluated under the GPU EIR and <br />the Project would result in no new impacts related to unplanned population growth. <br />8/22/2022 <br />Planning Commission 2 – 122
