Significance (Continued from page 2): <br /> <br />Local Register Criterion 1: Buildings, structures or objects with distinguishing characteristics of an <br />architectural style or period, that exemplify a particular architectural style or design features. <br />Under Criterion 1, the buildings do not qualify for listing in the Santa Ana Register of Historic Properties. <br />Built in 1973, the buildings are basic, tilt-up construction, commercial-use structures that do not embody the <br />distinguishing characteristics of an architectural style or period. Like many of the commercial/light <br />industrial-use buildings in the area, the structures have a more utilitarian appearance and rather than <br />attractive were meant to be functional and affordable. As such, the buildings do not exhibit features that <br />would distinguish them architecturally or artistically. For this reason, the buildings are not eligible under <br />Criterion 1. <br /> <br />Local Register Criterion 2: Works of notable architects, builders, or designers whose style influenced <br />architectural development. <br />The subject buildings were not identified as the work of a notable architect, builder, or designer. Therefore, <br />the buildings are not eligible under Criterion 2. <br /> <br />Local Register Criterion 3: Rare buildings, structures, or objects or original designs. <br />Under Criterion 3, the subject buildings are not considered rare, but rather of common construction that <br />utilized the tilt-up concrete building method. Tilt-up concrete construction was meant to be cost-effective, <br />efficient, and functional, and as such is visible in several commercial and industrial-use properties in the <br />area. The construction method was typically applied to one-story buildings but is not unusual to be used for <br />structures as tall as four stories. For this reason, Urbana opines the 1700-1740 E. Garry Avenue property not <br />eligible under Criterion 3. <br /> <br />Local Register Criterion 4: Buildings, structures, objects or sites of historical significance which include places <br />(a) where important events occurred; (b) associated with famous people, original settlers, renowned <br />organizations and businesses; (c) which were originally present when the city was founded; or (d) that <br />served as important centers for political, social, economic, or cultural activity. <br />The 1700-1740 E. Garry Avenue commercial-use buildings do not have an association with events or persons <br />that have made significant contributions to the local, regional, or cultural heritage of California. The buildings <br />were not constructed during the initial development of Santa Ana and the property did not serve as an <br />important center that contributed to the political, social, economic, or cultural activity of the city. The buildings <br />are one of several commercial/ industrial-use buildings that were constructed during the 1970s and 1980s <br />around the peripherals of the city. No specific information was identified to indicate that the property, in and <br />of itself, exemplifies or represents a special element of Santa Ana’s history. For this reason, the property is not <br />eligible for designation under Criterion 4. <br /> <br />Local Register Criterion 5. Sites of archaeological importance. <br />Local Register Criterion 5 is typically applied to archaeological sites. Research and analysis of the 1700-1740 E. <br />Garry Avenue property is limited to above ground historic resources. Therefore, the property is not eligible <br />under Local Register Criterion 5. <br /> <br /> <br />Local Register Criterion 6: Buildings or structures that were connected with a business or use which was <br />once common but is now rare. <br />Research does not indicate that the subject property was connected with a business or use which was once <br />common but is now rare.
