Tinsley Becker, RPH, AICP, Principal <br />Architectural Historian + Urban / Preservation Planner <br />wendy@urbanapreservation.com <br /> <br /> <br />Founding Principal, Wendy L. Tinsley Becker, RPH, AICP, brings an expert background in <br />American history, architecture, and urban planning, with a particular emphasis on issues <br />relating to historic preservation. Her experience includes extensive historical resources <br />survey work, design review under The Secretary of the Interior’s Standards for the Treatment <br />of Historic Properties, single-site historic property research and documentation, and <br />practice in municipal regulatory planning and cultural resources compliance issues <br />including code compliance, revision and review, CEQA, NEPA, and Section 106 of the <br />National Historic Preservation Act. As a preservation-planning consultant she participates <br />in the development and administration of local land use regulations, policies, programs and <br />projects; prepares reports involving research and analysis of various planning issues; <br />conducts site-specific project and design review; and facilitates project coordination <br />between contractors, architects, developers, citizens and other stakeholders. Wendy <br />meets the Secretary of the Interior's Historic Preservation Professional Qualifications <br />Standards in the disciplines of History and Architectural History and the draft standards <br />established for Historic Preservation and Land Use/Community Planning. She is included <br />on the California Council for the Promotion of History’s Register of Professional Historians <br />and also maintains professional certification in the American Institute of Certified Planners <br />(AICP). <br /> <br />Wendy is a co-author and editor of the AICP Certified Urban Designer Exam Study Guide <br />(V1.0) released in March 2016. From 2013 forward she has provided professional training <br />to AICP exam applicants as part of the American Planning Association California Chapter – <br />San Diego Section annual exam training program. <br /> <br />Wendy has assisted municipalities, utility providers, and lead agencies in preservation <br />planning program development and implementation efforts. She regularly consults for <br />private and agency applicants on historical resource and historic property analysis for <br />discretionary projects and undertakings pursuant to Section 106 of the National Historic <br />Preservation Act and the California Environmental Quality Act, as well as Federal <br />Rehabilitation Tax Credit proposals at National Register listed or eligible properties, which <br />are subject to review by the State Office of Historic Preservation and the National Park <br />Service. She was the author / facilitator and lead historic preservation consultant for the <br />City of Chula Vista’s award-winning Municipal Preservation Planning Program. She <br />authored the Historic Preservation Element for the City of La Mesa’s award winning 2011 / <br />2030 General Plan update process. She provides survey, architectural history, context <br />development, programmatic agreement, and historic preservation planning consulting <br />services for the Southern California Edison Company including preparation of a <br />programmatic guide for the treatment of all historic-era properties in the company’s <br />55,000 square mile service territory. She served as the lead Architectural Historian for the <br />City and County of Honolulu High Capacity Transit Corridor Project’s Kako’o (Section 106 <br />Programmatic Agreement Program manager) consultant team.
