State Clearinghouse Number 2020029087. <br />3.6 Location of Prior Environmental Document(s) <br /> <br />• City of Santa Ana Planning Division Counter, 20 Civic Center Plaza, M-20, Santa Ana, CA 92701; <br />and accessible online at the City’s website: https://www.santa-ana.org/general-plan- <br />environmental-documents/ <br />3.7 Discretionary Approvals <br /> <br />In accordance with State CEQA Guidelines Sections 15050 and 15367, the City is the designated Lead <br />Agency for the Project and has principal authority and jurisdiction for CEQA actions and Project approval. <br />Responsible Agencies are those agencies that have jurisdiction or authority over one or more aspects <br />associated with the development of a proposed Project and/or mitigation. Trustee Agencies are state <br />agencies that have jurisdiction by law over natural resources affected by a proposed Project. There are no <br />Responsible Agencies or Trustee Agencies, or any other public agencies, whose approval is required for <br />approving this Project. <br />The following discretionary actions are anticipated to be necessary for implementation of the Project: <br />City of Santa Ana <br /> <br />• Amendment Application (zone change) to update the site’s zoning designation to change from <br />Professional (P) to Light Industrial (M-1) to be consistent with the FLEX-3 General Plan land use <br />designation and the M-1 interim development standard for FLEX-3, and <br />• Conditional Use Permit (CUP), to allow a freight, bus, and truck terminal for distribution activities, as <br />defined by Santa Ana Municipal Code (SAMC) Section 41-60 and permitted by SAMC Section 41- <br />472.5(i). <br /> <br />8/22/2022 <br />Planning Commission 2 – 54
