<br />Dr. O'Connor is a Registered Professional Archaeologist with over 13 years of
<br />archaeological experience in North America and the Pacific Islands, experience that
<br />includes cultural resources management, academic research, museum collections
<br />management, and university teaching. Dr. O'Connor meets the Secretary of the Interior's
<br />Professional Qualifications Standards for prehistoric and historic archaeology. He has
<br />worked on professional and academic projects throughout California, Oregon, Hawai'i,
<br />French Polynesia, and the Kingdom of Tonga. Dr. O'Connor is currently the Southern
<br />California Cultural Resources Managerfor ECORP Consulting, Inc., where he serves as
<br />a Principal Investigator, Project Manager, Task Manager, and Field Director for cultural
<br />resources management projects in San Diego and throughout the State of California.
<br />Dr. O'Connor has extensive archaeological field experience, including exploratory and
<br />inventory survey, feature mapping, subsurface testing, data recovery, artifact analysis,
<br />lithic analysis, remote sensing data capture, geospatial data processing, underwater
<br />archaeology, and scientific diving. He is well versed in the evaluation of impacts to
<br />cultural resources for CEQA and National Historic Preservation Act (NHPA) Section
<br />106 projects, the review of archaeological and ethnographic reports for agreement
<br />with Archaeological Resources Protection Act (ARPA) and American Indian Religious
<br />Freedom Act (AIRFA) protocol, and the recovery and handling of cultural materials in
<br />accordance with Native American Graves Protection and Repatriation Act (NAGPRA)
<br />compliance recommendations. Dr. O'Connor has applied knowledge of inter -institutional
<br />coordination with Native American and Native Hawaiian organizations for the ethical
<br />treatment of ethnographic and archaeological resources. He has written or otherwise
<br />contributed to environmental compliance documents at the federal, state, and local
<br />level, including Findings of Effect (FOE), Historic Property Treatment Plans (HPTP),
<br />Environmental Assessments (EA), Environmental Impact Statements (EIS), EIR, and
<br />numerous technical studies and project reports.
