<br />his primary role at ESS is to provide grant compliance monitoring, QA/QC support for all grant
<br />applications and funding opportunities. His work ethics coupled with his passion for helping build
<br />stronger communities is demonstrated in his work and aligns with our ideals and qualities at
<br />ESS.
<br />James is highly skilled in identifying appropriate measures, policies and procedures to comply
<br />with federal, state, regional, and county laws, regulations, and environmental mandates.
<br />Relevant Experience
<br />Clean Water State Revolving Fund — Cities of Sacramento and Carlsbad, Valley Sanitary
<br />District, CA James has been working on submitting CWSRF applications to upgrade various
<br />components of wastewater treatment systems ranging from $4.5 to $35 million projects.
<br />Local Partnership Program (LPP) Grant, City of Carlsbad and Long Beach, CA
<br />Responsible for final QA/QC during the LPP grant writing process and assisted with various
<br />research, mapping, and other tasks in order to submit the application fully and promptly.
<br />FEMA/CalOES Grant Applications, Cities of Pasadena, Sacramento, Belvedere,
<br />Oceanside, CA
<br />Responsible for preparation of supporting documentation and estimates for a variety of projects
<br />including seismic retrofit of Dam structures, City Hall and parking structure, bridge, reservoirs,
<br />and a sea wall project that met the approval of CalOES.
<br />Grant Compliance — City of Santa Ana, CA
<br />Responsible for compliance of multiple projects with multiple sources of funding, preparation of
<br />progress reports and reimbursement forms.
<br />BOR WaterSMART Drought Resiliency Grant, Long Beach Water Department, Santa
<br />Clarita Valley Water Agency, City of Santa Ana, City of Sacramento, CA
<br />Responsible for final QA/QC during the BOR WaterSMART Drought Resiliency Projects grant
<br />writing process and assisted with various research, mapping, and grant writing tasks in order to
<br />submit the application promptly. Worked on 4 applications simultaneously and submitted all
<br />applications successfully and on -time. Each application was for $2 million in federal grant
<br />funding.
<br />BOR WaterSMART Water Energy and Efficiency, Santa Clarita Valley Water Agency,
<br />Olivenhain Municipal Water District, Desert Water Agency, City of Santa Ana, San
<br />Bernardino Municipal Water District
<br />Responsible for final QA/QC during the BOR WaterSMART Water Energy and Efficiency grant
<br />writing process and assisted with various research, mapping, and grant writing tasks in order to
<br />submit the applications fully and promptly. He worked on 6 applications simultaneously for this
<br />opportunity. Each application applied for $500,000 federal grant funding.
