d <br />d UNDERSTANDING of NEED <br />Proposal for <br />Various Environmental Services <br />Page 17 <br />August 1, 2022 <br />A -Tech understands that the City of Santa Ana is planning to award contract(s) to qualified firms for <br />providing various environmental assessment services in support of its Capital Improvement Program and <br />other projects. It is our understanding that the required services are divided into two separate categories: <br />■ Category I. Environmental Site Assessments (ESAs) <br />■ Category H. Hazardous Material Surveys <br />Our approach for this as -needed contract is to designate a single point of contact to the City, who will be <br />managing the daily tasks of awarded projects and ensuring delivery of high -quality products in a timely <br />manner. A-Tech's project manager is available 24/7for responding to City's requests and will <br />coordinate the project requirements with A -Tech Team and staff as soon as the task orders are available. <br />A -Tech has utilized its 20 years of experience in conducting ESAs and Hazardous Material Surveys along <br />with the RFP, Questions and Answers, and Amendments provided by the City to develop a general <br />approach for successful completion of future projects. The scope of work and schedule for the example <br />requested projects are provided in Section 2.0 of this proposal. <br />The Phase I ESAs will be conducted in accordance with the "Standard Practice for Environmental Site <br />Assessments: Phase I Environmental Site Assessment Process " published by the American Society for <br />Testing and Materials (ASTM 1527-21). A-Tech's general approach for completion of a successful Phase <br />I ESA includes: <br />■ A review of relevant background information such as the site location relative to major man-made <br />and natural landmarks, and surrounding land use. <br />A general review of the geologic, hydrogeologic, hydrologic and topographic conditions as they <br />relate to potential pathways or migration conduits to and from the property. Topography will be <br />noted to the extent visually or physically observed or determined from interviews, as well as the <br />general topography of the area surrounding the Property. The physical setting evaluation will be <br />made utilizing physical observations and the available United States Geological Survey (USGS) <br />7.5 Minute Topographic Map. <br />■ A review of oil and gas fields in the vicinity of the site. <br />■ A compilation of site history and previous land use based on a review of historic aerial <br />photographs dating back to the 1940s, available historic topographic maps, available historic fire <br />insurance maps, and available city directories. <br />■ A review of chain -of -title records to identify possible recorded environmental cleanup liens. <br />■ An assessment of the potential for the site to have been impacted by contaminants and/or vapor <br />migration originating from off -site sources based on a review of federal, state, tribal, and local <br />government agency records. <br />■ A review of local municipal records including building permits, and zoning and land use records. <br />City Council 16 — 24 10/18/ZQ22 <br />A -Tech Consulting, Inc. <br />
