Agreement Number: <br />AGREEMENT FORTRANSFER OR PURCHASE OF EQUIPMENT/SERVICES OR <br />FOR REIMBURSEMENT OF TRAINING COSTS <br />FOR FY2021 URBAN AREAS SECURITY INITIATIVE (UASI) <br />BETWEEN <br />THE CITY OF SANTA ANA <br />AND CITY OF LA PALMA <br />THIS AGREEMENT is made and entered into this29 day of /0 1 2022 by and <br />between the CITY OF CITY OF SANTA ANA, a municipal corp ration (the "CITY"), and <br />CITY OF LA PALMA (the "SUB -RECIPIENT" or "Contractor'). <br />WITNESSETH <br />WHEREAS, CITY, acting through the Santa Ana Police Department in its capacity <br />as a Core City for the Anaheim/Santa Ana Urban Area under the FY2021 Urban Areas <br />Security Initiative, has applied for, received and accepted a grant entitled "FY 2021 Urban <br />Areas Security Initiative' from the federal Department Of Homeland Security(DHS) <br />Federal Emergency Management Agency (FEMA), through the State of California <br />Governor's Office of Emergency Services (CalOES), to enhance countywide emergency <br />preparedness (the "grant"), as set forth in the grant guidelines and assurances that are <br />incorporated to this Agreement by reference and located at: <br />U.S. Department of Homeland Security "Fiscal Year 2021 Homeland Security Grant <br />Program (HSGP) Notice of Funding Opportunity (NOFO)" <br />19-21. pdf <br />California Office of Emergency Services "FY2021 Homeland Security Grant Program: <br />California Supplement to Federal Program Guidance and Application Kit' <br />https•//www caloes ca gov/wp-content/uploads/Grants/Documents/FY-2021-HSGP-State- <br />Supplement.pdf <br />Copies of the grant guidelines shall be retained in the Anaheim/Santa Ana Grant Office. <br />WHEREAS, this financial assistance is administered by the CITY OF SANTA ANA <br />("CITY") and is overseen by the California Governor's Office of Emergency Services <br />("CalOES"); and <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist them <br />in building an enhanced and sustainable capacity to prevent, respond to, and recover <br />from threats or acts of terrorism; and <br />WHEREAS, the Anaheim/Santa Ana Urban Area ("ASAUK) consists of 34 cities in <br />El <br />
