' VICENTE SARMIENTO
• ORANGE COUNTY BOARD OF SUPERVISORS
SUPERVISOR, SECOND DISTRICT
COUNTY ADMINISTRATION NORTH BUILDING
400 W.CIVIC CENTER DRIVE.SANTA ANA,CALIFORNIA 92701
PHONE (714)834-3220
Office of the City Manager
20 Civic Center Plaza
Santa Ana, CA, 97201
May 2, 2023
Re: Need for Further Review of Options for the River View Golf Course.
Dear Mayor Amezcua and Santa Ana City Councilmembers,
I would like to thank MPT Lopez for communicating to our office the concerns that Ward
3 residents have shared regarding the potential park conversion of the River View Golf
Course. At MPT Lopez's request, my staff and I recently met with community leaders from
the River View Neighborhood Association. I echo their concerns and desire to be included
in all conversations that would impact their community.
As you know, Santa Ana has very limited options to establish new parks. Throughout my
tenure as Mayor, I focused on the Willowick Golf Course as a potential site for additional
public open space. Unfortunately, we were unable to reach an agreement with the City of
Garden Grove to implement this vision for a 104-acre park in the heart of central Orange
County.
During this impasse with the Willowick negotiations, we were presented with the
possibility of converting the River View Golf Course instead. Given that the County and
City ground leases are set to expire in 2026, this seemed like a reasonable option to
explore. However, no further action was taken while I was with the City of Santa Ana. It
was in the spirit of investigating all possible options for open space amenities in District 2
that my office sent a letter on March 7t", 2023, in support of exploring the feasibility of
converting River View Golf Course into a park.
Going forward, it is the intent of my office that any proposed changes are fully vetted
through a robust public input process that includes voices from the community.
My office will continue to monitor this matter and work with the City of Santa Ana towards
a cohesive resolution that reflects the wishes of your agency and residents. I look forward
