Graves Reservoir I City of South Pasadena <br />South Pasadena, California I Project Manager <br />Jim led the design of ion exchange and GAC filters to <br />address nitrate, PCE, TCE, and Carbon Tetrachloride <br />contamination in the groundwater from the on -site <br />well. The scope of work also included demolition of <br />the existing concrete reservoir and replacement with <br />a new 1-MG reinforced concrete reservoir with current <br />seismic design standards. <br />Archibald South Plume TCE Removal Study <br />Chino Basin Desalter Authority I Ontario, California <br />Project Manager <br />Jim managed the investigation of TCE removal at the <br />Chino II Desalter Facility. The proposed project <br />utilizes new wells to intercept TCE in the Archibald <br />Plume, modify the transmission piping to isolate the <br />TCE from the remaining well water, and provide <br />treatment using the Chino II reverse osmosis <br />membranes and decarbonation facilities to achieve <br />TCE removal. The work identified costs and other <br />potential issues associated with the proposal and <br />compared the proposed solution to other wellhead <br />treatment alternatives for TCE. <br />Sunrise Douglas/SunRidge Water Supply Facilities <br />(Phase 1 and 2) ] Sacramento County Water Agency <br />Sacramento, California I Technical Advisor <br />Jim provided technical direction for a 4-MGD iron, <br />manganese, and arsenic groundwater treatment <br />facility with expansion capacity to 10 MGD, three <br />off -site groundwater wells, and approximately seven <br />miles of 30-inch-diameter raw water transmission line. <br />A fast -track approach was used for initial facilities, <br />followed by build -out at the treatment facility, which <br />included additional pressure filters, treated water and <br />reclaim backwash water pumps, chemical feed <br />system modifications, two groundwater wells, and <br />associated piping, electrical, and controls. <br />Advanced Water Treatment Demonstration Facility <br />Metropolitan Water District of Southern California <br />Los Angeles, California I Project Manager <br />Jim served as project manager for the 0.5 MGD <br />Advanced Water Treatment Demonstration Facility, <br />proposed as a partnership between the Metropolitan <br />Water District of Southern California and the Los <br />Angeles County Sanitation Districts. The Facility will <br />provide biological NdN treatment with MBR, followed <br />by traditional RO-UV/AOP treatment on secondary <br />effluent from the 400-MG Joint Water Pollution <br />Control Plant, to investigate treatment needs for <br />indirect potable reuse. The goal of the project is to <br />obtain DDW approval for log removal credits for MBR. <br />In related studies, full-scale facilities of up to 340 <br />MGD have been modeled and cost estimates <br />prepared to support the Regional Recycled Water <br />Supply project. <br />Chino Desalter Authority I TOP Removal Study <br />Ontario, California I Technical Advisor <br />Jim led the investigation of TCP removal at the Chino <br />I Desalter Facility. The proposed project included <br />evaluation of water quality and operation of the <br />wellfield and included proposed new wells to intercept <br />the TCP plume. Treatment included GAC adsorption <br />in conjunction with existing decarbonation systems. <br />The work demonstrated technical feasibility of the <br />proposed solution and identified costs and other <br />Implementation Issues. <br />Ocean Water Desalination Demonstration <br />West Basin Municipal Water District <br />Redondo Beach, California I Design Manager <br />Jim managed the preliminary and detailed design of <br />this 0.5-MGD ocean water desalination plant, built to <br />demonstrate and evaluate technologies, processes, <br />materials, sustainable operation, water quality <br />monitoring, and impacts on the environment. This <br />facility allowed the district to expand the information <br />provided through the previous pilot study program <br />and helped establish potential full-scale design <br />parameters to be used as the basis for parametric <br />economic studies to allow reliable prediction of cost of <br />seawater desalination with membrane pre-treatment <br />and reverse osmosis. <br />Water Treatment Plant Expansion and Disinfection - <br />By -Product Control I Antelope Valley East Kern Water <br />Agency I Antelope Valley, California <br />Project Manager <br />Jim led the planning and pilot studies, through <br />detailed design services, construction support, and <br />start-up for the expansion and upgrade of four WTPs. <br />The plants ranged in size from 4 to 90 MGD, The four <br />treatment plants (Quartz Hill, Eastside, Acton, and <br />Rosamond) were upgraded to include intermediate <br />ozonation, deep -bed GAC filtration, and chloramines. <br />The work required coordination of three main <br />contractors and more than a dozen equipment <br />suppliers, The emphasis on schedule control was <br />critical to allow coordinated conversion of the <br />distribution system residual. Standby disinfection was <br />also supplied with the addition of chlorine contact <br />basins. In addition, the largest treatment plant was <br />expanded to 90 MGD with the addition of plate <br />settler modules and new sludge removal <br />mechanisms.
