								    Proposal to provide 
<br />On -Call Landscape Architectural Services RFP No. 22-097 
<br />A significant and important goal of streetscape development centers on creating a "pedestrian friendly" 
<br />and inviting corridor with appropriately scaled elements such as ornamental lighting, street trees, signage, 
<br />site furnishings and decorative hardscape. The selection of items should strive to ensure classic, simple 
<br />selections which will stand the test of time and do not become 'dated' by their color or appearance. It is of 
<br />primary importance to create a positive relationship between pedestrian, bicycle, and vehicular traffic. The 
<br />new streetscape environment can be further enhanced by the implementation of landscaped medians and 
<br />enhanced parkways. These elements allow for softening the street scene, framing views, and providing 
<br />opportunities for gateways and outdoor spaces. 
<br />Scenic Corridors and Landscape Beautification: The DEA team 
<br />has been involved in numerous downtown revitalization efforts, 
<br />transportation corridor master plans, scenic bikeways, visual impact 
<br />assessments, median and parkway improvements, traffic calming 
<br />and roundabout projects. When preparing corridor master plans, we 
<br />consider the following elements: 
<br />Project goals such as establishing a sense of arrival, corridor 
<br />beautification/roadway character, view orientation, distinctive 
<br />landscapes, implementation, and public/private partnerships. 
<br />Design elements, including planting, irrigation systems, lighting, 
<br />fencing, art in public places, gateways, and signage. 
<br />Our team is involved in community workshops and consensus building, development of illustrative 
<br />conceptual plans, design development and construction document preparation, assistance with bidding, 
<br />construction management, and project close out. 
<br />Our highway interchange experience primarily encompasses renovation of 
<br />landscaped areas in addition to providing bridge aesthetics, and preparing 
<br />corridor master plans. Having worked in an On -Call capacity with Caltrans 
<br />District 8 for the past 15 years, in addition to coordination with Caltrans 
<br />Districts 7, 11 and 12, DEA is ideally suited to assist on interchange and 
<br />roadway enhancement projects. We have provided similar services for the 
<br />Cities of Irvine, Laguna Woods, Diamond Bar, Industry, Azusa, Aliso Viejo, 
<br />Eastvale, Perris, Cathedral City, and Corona. 
<br />Plan Checkina: DEA provides plan checking, construction management and inspection to a number of local 
<br />agencies including the cities of Walnut, Diamond Bar, Irwindale, Signal Hill, and Fontana. DEA also provides 
<br />design review services at the conceptual level of plan submittal, should this be desired. We review preliminary 
<br />plans for compliance with municipal codes, specific plans, appropriate use of planting materials, and the 
<br />basics of good design. We can also assist with matters related to current city and state water conservation 
<br />requirements as well as water auditing. The following typical tasks may be included on an as -needed basis as 
<br />requested by the city:

<br />■ Plan Review including consistency with the General Plan, Development Code, applicable Ordinances, and 
<br />Design Guidelines. 
<br />■ Site Visits 
<br />■ Preparation of Plan Check Comments (Digital and Hard Copy) 
<br />■ Notification to and/or coordination with project Applicants 
<br />■ Supplemental Plan Checks after initial review 
<br />■ Review of Construction Plans and Documents (First by Landscape Architect, Second by team members 
<br />with expertise in site planning and grading) 
<br />■ Preparation of Site Inspection Report for Project Planner and Coordination with Applicant 
<br />■ Attendance at Meetings (DRC, Planning Commission, City Council)
