') <br />Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 20 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 20, 2023 <br />TOPIC: WIOA Youth Request for Proposal PY 2023-24 — Subgrantee Agreement <br />AGENDA TITLE <br />Approve an Agreement with the Orange County Children's Therapeutic Arts Center for a <br />Total Amount not to exceed $200,000 to Serve Foster and Youth with Disabilities (Non - <br />General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with the Orange County Children's <br />Therapeutic Arts Center (OCCTAC) to provide services to foster and youth with <br />disabilities, for a one-year term beginning July 1, 2023 and expiring June 30, 2024, in a <br />total amount not to exceed $200,000, subject to non -substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />Under the authority of the Workforce Innovation & Opportunity Act (WIOA), the Santa <br />Ana Workforce Development Board (WDB) procures Youth Service Providers to provide <br />WIOA services to eligible at -risk Santa Ana youth. With the approval of the WDB, staff <br />released the Youth Provider Request for Proposals (RFP) for a four-year procurement <br />cycle on November 4, 2022. The deadline to submit a response to the RFP was <br />January 10, 2023, and two proposals were received that met the initial submission <br />requirements. On February 24, 2023, the RFP review committee, composed of three <br />Youth Council members (a committee of the Workforce Development Board), reviewed <br />and ranked the two proposals.
